Users have the choice of more compact icons with no text or larger icons with text. The choice (once you have learned the icons and what they stand for) is how much of the window do you want taken up by the Navigation bar? The default is the narrow Navigation bar with the text turned off (below-left), but by clicking the Collapse Menu button.
The Collapse Menu button will expand to a wider Navigation bar with text (below-right).
